Council Plan 2017 – 2021

Yarra Ranges councillors have used this vision statement, along with the values shared by our community, to develop a new Council Plan for the municipality.

The 2017-21 Council Plan sets out the strategic direction for our Council for the next four years, taking into account current and future community needs, to help us achieve the following strategic objectives:

These objectives are all underpinned by the final objective of a High Performing Organisation.

The 2017-21 Council Plan also identifies priority projects and actions to help us achieve the vision and objectives.

Community

Connected and healthy communities

What you said

The community values families, friends and neighbours, their close knit communities and the support freely given to each other in towns. They value the way they help each other in times of need and how they work together to make our communities safe and friendly places to settle into, raise our families, care for and engage with our older residents.

They value our active spaces and healthy lifestyle and how it sustains them in both mind and body. They value their vibrant culture and their opportunities for creative expression. They value that no one ever needs to feel isolated or unable to be part of the diverse and inclusive community.

Council plan actions

  • Advocacy for improved public transport that connects residents with services and employment
  • Planning for ‘Age Friendly Communities’ to address future needs for supporting a rapidly growing older population
  • Implement the Child and Youth Strategy, with a key focus on developing an Early and Middle Years Strategic Action Plan

  • Work with communities to develop community plans, with a focus on building the leadership capacity of community leaders.

What we’re doing

  • $1.9 million community engagement and development programs
  • $1.4 million arts, culture and heritage projects, including community grants program, facilitation of festivals and events
  • $3.8 million library services, in partnership with Eastern Regional Libraries
  • $701,000 Changing Places project – construction of accessible toilet facilities at McKenzie’s Reserve, Yarra Glen.

The community values their close connection to place. They value the spiritual connection, especially the traditional custodians of the land and place in Yarra Ranges, and the role in respecting these places, learning about them and preserving them for future generations.

They value our “best of both worlds” location where they can access nearby services whilst living in a peaceful and natural environment.

Council plan actions

  • Upgrade and develop integrated footpaths and shared cycling paths to connect people
  • Deliver road, traffic, footpath and drainage improvement projects
  • Advocate for external funding to support initiatives including the Warburton Mountain Biking Hub, Warburton Recreation Precinct, the Yarra Valley Trail and sporting pavilion upgrades
  • Develop a Play Space Strategy and action plan to provide quality recreational facilities

The community values fresh air, clean rivers and streams, valley views and mountain vistas. They value the diverse and unique natural environment they live in, the many native plants and animals that inhabit it and the opportunities they have to ‘go bush’ in their backyard.

They value our close connection to place. They value the spiritual connection the traditional custodians of the land have to place in Yarra Ranges, and the role in respecting these places, learning about them and preserving them for future generations.

  • Improve the parks and reserves program to enhance public open space, access and participation
  • Develop a 10 year Weed Management and Investment Strategy
  • Develop a Yarra Ranges Trees Strategy in partnership with the community
  • Develop a High Priority Catchments Program to manage our stormwater for healthier waterways

They value our highly productive communities, our internationally recognised high quality produce and the opportunities to buy local and support local businesses.

  • Implement the Economic Development Strategy
  • Work with Yarra Ranges Tourism to promote the Yarra Valley, Dandenong Ranges and Warburton
  • Partner with the Rural Advisory Committee to protect, enhance and represent the rural sector within the municipality
  • Develop and implement the Lilydale Project to improve liveability and attract private and public investment into the area

  • $270,000 Yarra Valley Trail link design (trail connections between Lilydale, Yarra Glen, Healesville and Warburton)
